High Point Businesswoman Pleads Guilty in State Tax Case

RALEIGH – A High Point businesswoman pleaded guilty Monday in Wake County Superior Court to a felony tax charge filed by the North Carolina Department of Revenue.
Jill Gilstrap Clodfelter, 48, of 426 Edgedale Dr., High Point, pleaded guilty on July 31, 2017 to one count of Embezzlement of State Property.
Wake County Superior Court Judge W. Osmond Smith, III sentenced Clodfelter to a 16-month
minimum, 29-month maximum prison term. The sentence was suspended and as a condition of
probation, Clodfelter was ordered to serve 90 days in the custody of the Guilford County
Sheriffs Office. Clodfelter was also placed on supervised probation for 60 months,
ordered to pay a $30,000 criminal fine and complete 100 hours of community service work. Clodfelter paid $105,500 in restitution prior to the plea.
Information presented in court showed that Clodfelter, President of Regional Site Solutions, Inc., located in High Point, aided and abetted the corporation to embezzle, misapply and convert to its own use $105,457.00 in North Carolina Withholding Tax during the period January 1, 2011 through June 29, 2016. During this period of time, Clodfelter was the responsible person of the corporation and was under a duty to collect, hold in trust, and remit North Carolina Withholding Tax to the North Carolina Department of Revenue.
The charges against Clodfelter resulted from an investigation by a special agent with the
Departments Criminal Investigations Section in Raleigh.
