Mecklenburg County Business Owners Charged in State Tax Case

RALEIGH – A Mecklenburg County couple was arrested Friday on felony tax charges filed by the North Carolina Department of Revenue.
Thomas Alan Hickok, 66 and Barbara Lynn Hickok, 62, of 2920 Old House Circle in Matthews, North Carolina, were each charged on May 20, 2016 with four counts of Embezzlement of State Property, and four counts of Obtaining Property by False Pretenses.
Arrest warrants allege that Thomas Hickok, President and Barbara Hickok, Vice-President of Green Horizons and Beyond, Inc., aided and abetted the corporation to embezzle, misapply and convert to its own use $77,798.00 in North Carolina Withholding Tax during the period January 1, 2009 through April 4, 2012. During this period of time, Thomas and Barbara Hickok were the responsible persons of the corporation, which was under a duty to collect, hold in trust, and remit North Carolina Withholding Tax to the Department of Revenue.
Additional arrest warrants allege that Thomas and Barbara Hickok, knowingly and designedly with the intent to cheat and defraud, filed joint North Carolina Individual Income Tax Returns for tax years 2009, 2010, 2011, and 2012, asserting that they were entitled to receive a total of $9,465.20 in North Carolina income tax refunds, when in fact the defendants knew that they were not entitled to the tax refunds.
The Hickoks appeared before a Mecklenburg County magistrate and each was placed under a $40,000.00 bond. A first appearance was scheduled for June 20, 2016 in Wake County District Court in Raleigh.
The charges against Thomas and Barbara Hickok resulted from an investigation by a special agent with the Department’s Criminal Investigations Section in Raleigh.
